Transparency in Government

There  is a movement  calling for transparency  in government.  Transparency can only be viewed  if you know what you are looking for. For instance, if what you  are looking for is a sentence in a thousand page document, its transparent  but you still can’t  find it what’s the  point?  We must move beyond  transparency as an end in itself.
